That's a very concise explanation. Though I wasn't very fond of the "Hamburger" analogy given by the person I was replying to, I think a better analogy might the "bank" analogy. Try going into your bank insisting that you made a $1000 deposit for which there is no paperwork.
We have a world with a population that is over half of the state of Wyoming, where each person has their own list of pet issues that they feel *must be addressed*. In addition to getting an idea what these issues are, we must weigh them against our vision for the game. You see, unmoderated majority rule does not make for a good game. For instance, if we were to have a poll asking if starting characters should get 10pp as starting equipment, I'm sure that the majority would say "Yes". This isn't because that would be a good thing for the game as a whole, but because it would be good *for them*.

Well, I told you when I started that I wasn't a "PR Guy" or "Spin Doctor", and I don't think it would make anyone feel any better if I started throwing around overused and little-practiced cliches
