Examples of confirmed activities include scheduled USDF symposia, clinics, lectures, or riding lessons.

Examples of unconfirmed activities include facilities in the process of securing a clinician but the clinician and dates have not yet been confirmed
prior to the scholarship application deadline;  USDF-sponsored activities for which application has been applied but has not yet been accepted and confirmed; talk of a clinician coming but nothing has been arranged.

An exception to the confirmed activity is the activity that has a
history of occurring, but final dates have not yet been confirmed. An example of this exception would be an applicant requesting an award for show expenses to be used at an ABIC regional competition. The show dates have not yet been determined, but ABIC regional competitions have a history of occurring annually.

Explanation:
It is unfair for a member to be awarded a scholarship for an activity that may not happen. If the activity does NOT happen, another applicant with a confirmed activity does not benefit, and no one benefits from the scholarship.

Additional rule regarding award usage

The scholarship is awarded for a specific activity. If the scholarship is not used, regardless of reason (i.e., the confirmed event is cancelled, the award recipient cannot attend, etc.), the award is forfeited. The award is NOT transferable to another activity or a future award year.

Explanation:
The scholarship is awarded for a
specific activity. Had the backup activity been the primary activity under original consideration, it is possible

that the award would not have been granted to this particular applicant. It is unfair for a member to be awarded a scholarship for multiple uses.

Clarification of award application deadline
Current published rule:
6. Deadline for application is September 15, 200X.
Proposed change in rule:

Scholarship applications must be postmarked by September 15, 200X.  No other means of application are permitted. TDC is not responsible for applications not received due to delayed mail deliveries, wrong addresses, acts of God, etc.

Explanation:
TDC takes responsibility and can thereby be held accountable for applications received in any manner not specified in the award rules. It is unfair to applicants if another applicant uses any delivery method not available to all other applicants, and such delivery method may be seen by other applicants as a conflict of interest or a special privilege to one applicant.  Such other delivery methods include hand-delivery to a Board member, faxing the application, extension of the application deadline, or any other delivery method that is NOT available to all TDC members or in flagrant violation of the published award rules.

The acceptable delivery method and deadline date should be stated in the scholarship rules and available to all TDC members.

5.
Additional volunteer qualification for scholarship award
Current published rule:
None
Proposed published rule:
The scholarship applicant must have performed at least 8 volunteer hours for TDC within the award membership period (two full years and current membership year) PRIOR to award application. Proof of volunteer hours must accompany the application. 

Explanation:
It is unfair for a TDC member who gives nothing to TDC to receive a scholarship from TDC.

This volunteer requirement would be difficult to validate. Perhaps it would be better that the award recipient must volunteer X hours after receipt of the award. Note that the volunteer awards must be performed directly for TDC, for a TDC-sponsored activity. TDC-recognized schooling shows do not count.

6. 
Additional rule regarding award payment
Current published rule:
None.
Proposed rule:
The TDC Treasurer shall pay the sponsoring activity in the name of the award recipient up to the monetary limit of the award or award recipient will be reimbursed by providing submission of receipt for payment of activity by the recipient to the TDC Treasurer.

New Business
1. Noel Hansen passed away December 28, 2001. Pat Baker will write an article for the newsletter. A proposal for a perpetual memorial sportsmanship award to be given at the annual banquet was received well by the board. The Board will develop the proposed criteria.  TDC will make a donation of $100 in Noel's name to an appropriate charity. Charity selection was given to D. Seabury for further investigation. E. Stine-Masek motioned and L. Boice seconded and the motion passed.
