Letter from the Region 5 Director

Two rule changes proposed by Shelley Rosenberg from the Dressage Center of Oro Valley,  to USA Equestrian Rules, Article 411, "Conditions For Therapeutic Administrations of Forbidden Substances" was on the July 9th agenda of the Equine Drugs and Medications Committee meeting.  The following is the response Shelley received:

"Regarding your proposal to amend Article 411.a. to include a list of therapeutic purposes for which Article 411 would apply, the committee
expressed its discomfort with including in the rule such a limited list of therapeutic purposes, realizing that an exhaustive list of therapeutic
purposes would be impractical to incorporate into the rule. For these reasons, the committee voted to disapprove the proposal.

Regarding your proposal to amend Article 411.1.b. to exclude older horses from the requirement to be withdrawn from competition for at least 24 hours after the administration of a forbidden substance, the committee expressed its concern that this would not be in the best interests of either the fairness of competition or the health and well-being of the horse. For these
reasons, the committee voted to disapprove the proposal.

With the disapproval of the Equine Drugs and Medications Committee on record for each proposal, it is unlikely that either will be approved by the Board of Directors, assuming that you as the proponent do not withdraw them prior to consideration by the board. Nevertheless, you have three options at this point:

1. Withdraw either or both from consideration by other committees and the board;
2. Amend either or both to address the concerns expressed by the committee, and resubmit them as amended; or
3. Leave them in the system, unamended, for consideration by other committees and the board.

A new Junior Equitation program was discussed and will be very exciting for the  Juniors. The FEI Cosequin Juniors qualifying starts July 1 to about August, 2002. The rules should be out soon. 2002 will see the Cosequin Junior Finals at Devonwood in Oregon.

New FEI Young Horse Guidelines were approved (and will go through the AHSA Executive Committee for final approval) with the idea of following Europe and having the judges sit
together at C and only giving one score at the end of the ride with a commentary from one judge to the audience after each ride. (Example: instead of a 68% the score would be given as 6.8.)

We were told the next Olympics will have teams of THREE (changed from 4). The 2007 Pan American Games will be held at the Grand Prix Level.

ISR/Oldenburg Inspection

The International Sporthorse Registry/Oldenburg Registry North America is having an inspection of mares and foals at 9:00 a.m. on September 29, 2001, at Fable Arabians. Pedigreed mares of documented Warmblood, Thoroughbred, and Arabian breeds are eligible for Main and Premium Mare Books. Mares of most other breeds--including ponies--are eligible for Mare Book, Pre-Mare Book, and Sport Pony Breeding Books. Foals must be sired by an ISR/Oldenburg N.A. approved stallion.
