Definitions

CTR&P, Inc. - Includes Central Texas Rifle and Pistol Club, Inc., its agents, servants, employees, Board of Directors and/or officers. Membership Privileges - Includes any right to use the club properties of CTR.P, Inc., or to enter upon CTRP, Inc. properties for any purposes; including, but not limited to the right to hold and display membership credentials. Firearm - Includes weapons, arms, firearms, and includes any device capable of propelling any projectile of any nature. Check-In/Check-out - The procedure designated by CTRP, Inc which is absolutely required to exercise membership privileges on the range.

Disclaimer

No rule of set of rules will ever substitute for common sense and courtesy in the informal or organized use of arms. Some types of tools, firearms for instance, require more instruction and experience prior to unsupervised use than can be gleaned from books or informal instruction. The mere purchase or possession of firearms is no qualification for their safe use. It is the responsibility of each individual shooter to receive instruction from competent individuals, understand his firearm(s), and be well versed in the customs, courtesies, and traditional rules of firearm use before he shoots. This rulebook does not constitute a compendium of firearms knowledge requisite to safe shooting. In view of these facts, these rules are intended only to remind you of that common sense or courtesy and not to constitute the sole authority for range or firing uses on CTR&P, Inc. property. CTR&P, Inc., its agents, servants, employees, Board of Directors or officers are not responsible for any injury or damage resulting from range uses and/or the exercise of membership privileges.

Statement of Policy

CTR&P, Inc. supports and exists for the purpose of supporting the inherent right of all persons to- peaceably, carefully, safely, and sensibly keep and bear arms. To that end any shooting activity that is lawful, peaceable, safe, sensible and in compliance with the rules hereinafter, together with the spirit of the right of the people guaranteed by the Constitution of the United States of America to keep and bear arms, is a proper subject to club usage. Any unlawful, unsafe, contentious, or insensible use of arms is inconsistent with CTR&P, Inc. purposes, the use of club properties, or the continuation of club membership.

Procedure to use Range Facilities

1. You must observe range hours, which are sunrise to dark. 2. You must sign-in upon arriving at the range. Use the book provided - in the white box on the table outside the caretaker's trailer. *You must sign-in whether you intend to shoot or not. *You must sign-in whether or not the caretaker is present. *Sign-in includes identifying guests, whether shooting or non-shooting. *Guest fees must be paid (You are responsible for bringing the correct change). 3. Check in involves: *Displaying current membership credentials with orientation endorsement if asked. If you cannot produce your credentials you may not shoot. *If asked to present credentials, you will immediately, and courteously, comply. *Signing in the log book, including printing-your name, vehicle license number, membership expiration date, range you will be using, time, and caliber(s) you will be shooting. *You will sign in and declare all calibers to be shot, and what range they are to be shot on. 4. You must follow all range safety rules (this page) and all range utilization rules at all times whether firing, waiting to fire, observing firing, or leaving the line. 5. You will be courteous to all club members, officers, agents, and employees at all times. 6. Only allowable targets shall be used and proper target placement will be observed at all times.

Range Safety Rules

1. No alcohol or any other drugs are allowed on the ranges, whether being-consumed or not. You may not shoot if you are under the influence of any drug consumed off the range premises. Some prescription drugs may impair your ability to perform. You are responsible for your own behavior. Do not shoot while under the influence of these drugs. 2. All firearms are considered loaded and will be handled only at designated shooting, fumble or make ready areas. *Uncase all firearms with muzzle pointed down range(toward targets).*Do not carry firearms to the line uncased with the breech closed. *Uncased firearms must be open, unloaded, and pointed in a safe direction when not on the line. *Never cover anyone with the muzzle of a firearm. NEVER! 3. No firearm will be loaded except while actually on the firing line or in a designated firing area. 4. No firearm will be discharged at any time unless you are signed in. Sign in when you come on the range. 5. No one will go down range for target placement, scoring, or patching, or any other purpose, until all arms are on the bench with actions unlocked. 6. No firearm will be handled or discharged while any person is down range. *During an agreed upon cease-fire, with people down range, all firearms should be on the bench, all actions should be open. No firearms should be touched, for any reason, while someone is down range. *You are responsible for enforcing this rule while you are on the range. Watch out for your own safety! *Do not hesitate to tell someone to open an action before going downrange or to keep his or her hands off a firearm while someone is downrange. This is a matter of life and death. 7. You will strictly observe firearms use and limitation rules as they apply to the different ranges. 8. Members are strictly responsible for all guests' and family members' (shooting or non-shooting) behavior and for guests’ observance of club rules. It is your membership that is at risk if a guest or family member misbehaves. Absolutely no excuses are acceptable. If you cannot control a guest, do not bring them on the range. 9. Range use by minor children of members or guests who are minors (age 17 or less) will be personally monitored at all times by a sponsoring adult. *You must be present the entire time the minor is on range property. *You must be within immediate proximity (on the same range) with the minor to provide adequate supervision at all times, shooting or not. *You must not leave small children unattended on the range. *Children may not bring airguns to the range unless they are fired in a supervised fashion on Range No. 6. 10. All rounds should be kept on the range. *All rounds should be fired in such a manner so as to insure their stoppage by berm or backstop. *HOUSES SURROUND THE RANGE. Rounds leaving the range will present a hazard to human life. You may be criminally or civilly responsible if your round injures someone or damages property. CTR&P, Inc. will fully cooperate with authorities to help identify the source of rounds escaping our property. 11. All accidents or any other misuse of range facilities, shooting or otherwise, will be reported to the attendant or an officer (by phone if necessary).

Range Courtesy Rules

1. Do not allow the muzzle of your firearm to point toward anything except a target. 2. Upon arriving at the firing line, wait until other shooters cease fire before going down range for target placement. 3. Shooting on any firing line with more than one person firing will commence only after all persons on the line have agreed to commence firing. *Warn people when you are going to shoot after a cease-fire or pause. *Warn others to replace their ear protection before you shoot. 4. Target placement. Scoring, or repair will occur only after all persons on the line have agreed to cease firing, have cleared their weapons, and have placed their weapons on the bench. 5. All firearms will be unlocked and unloaded except while in the act of firing. 6. All firearms will be pointed down range at all times. 7. All firearms not in actual use will be removed from the line - with actions open. 8. All firearms brought to the line will be cased or have actions open and be pointed in a safe direction. 9. Do not bring loaded firearms onto the range. 10. You are responsible for the behavior of your guests, children, and any other person you bring to CTR&P, Inc. property. Keep an eye on them. Keep them from becoming involved in a potentially dangerous situation.

General Range Utilization Rules

1. Firing will be allowed only during daylight hours. If you cannot see your target with natural light you should not be firing. 2. Firing will be allowed only on the range and with the arms designated at check-in. Violation is a most serious offense. *List all calibers and ranges shooter intends to use at initial sign-in.*Time of day is important. Therefore you must sign-out (and record a time) for the ranges you are using. *If shooter adds another caliber or moves to a range not indicated at initial sign-in, he must add to the sign-in log 3. All range courtesy rules will apply, regardless of the number of shooters using each range. 4. Only target types and placements described by the limitations under Allowable Targets and Placements will be allowed. 5. Drugs or alcoholic beverages will not be allowed on the ranges, nor will the use of drugs or alcoholic beverages be allowed on club property at any time. 6. Competitive events will be given utilization preference to other range uses. *A yearly schedule of matches is mailed to members in January. A copy is posted on the bulletin board. Ranges may be closed to firing as much as several hours prior to match time for range preparation 7. Range damage or vandalism will be reported at the time of discovery or checkout from range use. Get a car license number and report vandalism to the range attendant or officer (by phone if necessary). Range upkeep costs money. Money is raised through dues. If you want your dues to stay low protect your range. Anyone caught intentionally destroying, damaging, or shooting walls, ceilings, buildings or any range property not approved as firearm backers will be reported to the Sheriffs Department for prosecution and will be liable for damages. 8. Current membership credentials with current orientation endorsement will be required to utilize the club properties and must be carried on your person at all times while on club properties. Such credentials will be cheerfully and promptly produced for club officers, match directors, range attendants or law enforcement officers on demand 9. No hunting or shooting at live animals will be allowed at any time. 10. If something moves down range, stop shooting until you are sure that it is not human. *People, some ignorant of range boundaries and others flagrantly trespassing, have suddenly appeared down range. *Watch for movement down range. If you see movement at all, cease fire until it is identified. *Do not check it out with your firearm scope! Use a spotting scope - Better yet, go look! Violation of the rules and regulations set out in this rulebook will be subject to disciplinary action up to revocation of membership privileges and may include legal prosecution.

Firearms Use and Limitation

1. Handguns will typically be fired on the range designated for handguns (Range No. 5). There are three possible exceptions: a. Competent shooters on the rifle range may fire suitable handguns. In order to shoot a handgun on the rifle range you should: *Be shooting a firearm that is designed to be accurate at long distances. *Have the personal competence with the firearm to be able to keep all your rounds on your target out to the distance of the berm you are shooting against. Rounds landing short of a berm are just as dangerous as rounds clearing the top of a berm since they may ricochet over the berm. b. Handguns may be used on the practical ranges (Ranges No. 1 and No. 2) but subject to the provision that they be carried in a safe and secure holster while on this range. (See specific range rules and provisions). c. Handguns may be fired on Range No. 6, from the concrete shooting pad only. 2. All large caliber rifles will be fired only on the rifle range (Range No. 4) and on no other range, that includes black powder rifles (especially not on ranges No. 1 and No.2). 3. Small caliber 22 rimfire rifles may be fired on Ranges No. 4, No. 5 or No. 6. 4. Shotguns may be fired at the Waco Gun Club in accordance with the reciprocal membership agreement for CTRP members. A shotgun firing slugs is considered a rifle and must be fired on Range No. 4. 5. Competitive use of arms may vary arm type and/or use of the various ranges. Directors of the various competitive programs may designate arm types to be allowed on specific ranges during sanctioned matches only. Arm and range use during a sanctioned match does not make that use appropriate for informal or practice purposes. Except during matches, rules 1 2, and 3 above apply. 6. No explosive devices of any nature are allowed on the range. 7. No fully automatic fire is allowed. If you have a selective fire weapon on the range, you had better keep your a shots slow enough so that there is no confusion. If there is any question your membership will be examined. 8. No arm will be used in such a way as to damage, deface, destroy, or alter range property or equipment. *Do not shoot at target carriers. *Do not shoot at rocks lying on berms. *Do not shoot at old tires or other scrap materials. *CTR&P has no facility for “plinking.” 9. Do not use any firearm that you are not capable of functioning or controlling *You are responsible for knowing the capabilities, power, intricacies and idiosyncrasies of your firearms. *If you cannot make it work safely and control it, do not bring it on the range. 10. Do not use any firearm that is mechanically unsound for safe firing or that may become unsound in the course of firing. *If you have a broken firearm, or think it may be broken, take it to a gunsmith. *Do not bring it to the range to "see if it works." *There is no one at the range that can help you with a broken firearm. No sane person would engage in amateur gunsmithing for someone else in these litigious times.

Allowable Targets and Placements

1. Pistol Target Types: 1) Paper 2) Metal plates, gongs, pepper poppers -Practical ranges only. 3) Silhouette forms (metal or otherwise, swinging or stationary) - Rifle range only. 2. Rifle Target Types 1) Paper 2) Metal plates, gongs. - Match use only. 3) Silhouette forms (metal or otherwise, swinging or stationary) 3. Placement a. Informal or Practice: All targets will be placed on backerboards or proper target carriers in such a way that they are backed up by a berm that will stop misses and deflected bullets. Target carriers placed in front of berms shall not contain nor be made from materials that will cause a ricochet (e.g. pasteboard boxes weighted down with rocks will not be used). b. Competition: All targets may be used subject to the best judgement of the program chairman and match director. 4. You will not shoot rocks, cans, bottles, scrap, and range equipment, regardless of placement. These materials will never be placed in such a manner that it is possible to shoot them. *Understand: it is a violation to have these materials on the range in a position where they could be shot, even if no one has been seen to shoot at them. *If you find materials such as these on a range when you arrive you may clean them up before shooting or choose not to utilize that range. *If you use the range anyway, without removing the materials, it is no defense that they were there when you arrived. You have broken the rule and may be cited by the range official. 5. Carefully monitor your shots and see to it that your target is not placed in such a way as to: *allow shots to bounce off the ground below it and clear your backstop. *go over the target and clear the backstop. *penetrate target carrier structural materials (e.g., 2X4 backer board supports) that must then be replaced prematurely. 6. No target of any type, for any reason, will be placed on top of any berm or backstop.

Individual Range Utilization Rules

1. Range No. 1 - Practical Range/IPSC Use Only a. This range is to be used for practical pistol shooters only. Shooters must be experienced in the practical pistol shooting sport. b. This range is subject to the rules appearing under Range No. 2 below. c. Particular care must be exercised on this range to keep shots on the berms. These berms are low. Place your targets low and be careful of ricochets. 2. Range No. 2 - Practical Pistol Range/Black Powder/International Rimfire 50-50: a. Because this range is secluded and there exists the potential for serious accident due to the structural nature of this range and the type of activity it was designed for, this range may only be used by shooters able to shoot safely from holster. *Firearms used on this range must be carried in a secure holster when not actually shooting. *An unholstered firearm may not be carried to and fired from-a bench or other object (e.g., pickup tailgate, car hood), on this range. Firearms must be carried in a secure holster when not firing. b. No rifles other than those designated above will be shot on this range at any time for any reason (except during club sanctioned matches). c. Particular care must be exercised on this range to keep shots on the berms. d. Particular care needs to be taken if multiple shooters attempt to use this range at the same time. - It is in every shooter's best interest to watch not only himself but also everyone else. Everyone needs to be very careful to not cover himself or herself, anyone else, nor to have stray rounds. e. Eye Protection is mandatory on this range if there are steel targets in use by anyone. 3. Range No. 4 - Rifle Range: a. There are no special rules for this range. b. It might be a good idea to watch for ricochets from the pistol range when going down range to check, score, or place targets, c. Do not use rocks to weight target boxes placed against silhouette berms. 4. Range No. 5 - Handgun/22 Rimfire Range: a. All shooting must be done from behind the bench. Walking forward to shoot may cause rounds to clear the backstop and go down range. b. Take care not to shoot the concrete overhang. Ricochets could occur and they may result in injury to you or other shooters. c. If requested, it would be courteous to cease fire while shooters on the rifle range go down range to check targets. This would prevent a ricochet from striking someone. d. Handguns may be shot from leather on this range provided it can be done safely and competently, and provided that no other shooter on the line objects. In any case, shooting should be done from the concrete pad. 5. Range No. 6 - Small bore 50-Foot Range: a. This -range is primarily for small-bore rifle (.22 cal.) use. b. Handgun Use: 1. Handguns may be used on this range at any time from the firing pad. c. This range may be used temporarily by a large-bore rifle shooter to "get his gun on paper" with a newly placed scope. It would be better to walk close to the target backers on the 100-yd. rifle range. In no case should this practice interfere with any small-bore shooters wishing to use No. 6.

Guest Policy

1. A guest is any person not currently entitled to exercise membership privileges for whatever reason, and who is currently on the property of CTR&P, Inc. under the sponsorship of a regular member. No person whose membership privileges have been revoked shall be entitled to be a guest. 2. A guest must be accompanied by a member to shoot. Remember, if you sponsor a guest your membership is on the line. It would not be wise to let just anyone who shows up on the range shoot under your sponsorship. 3. A guest is limited to two shooting admissions in any calendar year to the club properties. After two admissions in any one-year the person must join the club to shoot. 4. These rules and the rules of common sense, safety, proper gun handling, and courtesy apply to all guests, shooting and non-shooting. Their ignorance of these facts is no excuse. You are the sponsor. You must see to it that they behave with the proper decorum. 5. The guest fee is set by the Board of Directors and is posted at the Check-in area. This fee must be placed in an envelope and deposited in the appropriate container . On the outside of the envelope write the name of the member sponsor, the name of the guest, and the date. Place the envelope in the Guest Fee Box. Envelopes are available in the sign in box. 6. Any person who is not a member of CTR&P, Inc. but who is on the property for the sole purpose of firing in a sanctioned match is not required to be accompanied by a member (since the Match Director is the sponsor) and may not have to pay a guest fee. 7. Spouses and minor children of members without current proof of membership in the National Rifle Association are considered guests for purposes of these rules. They must be accompanied by the member to shoot and they must sign in as nonpaying guests. *Spouses and minor children will not have to pay a guest fee nor will they be limited to two admissions per year. The club encourages all shooters to become members of the NRA. *Spouses of members may be issued a membership card and may shoot at the range unsupervised by their member spouse provided: 1) they are members of the -NRA, and 2) they go through a regular orientation. 8. Any member of the Waco Gun Club shooting on CTR&P ranges under the bilateral agreement between Waco Gun Club and CTR&P, Inc. is considered a guest and is subject to these rules. *These persons shall not have to be accompanied by a member to shoot. *These persons shall be a member of the NRA and must be able to produce a NRA card as proof if they use the range more than twice in a calendar year. 9. Special event fees, or match fees, will not necessarily stand in place of guest fees. CTR&P, Inc. may elect to charge guest fees in addition to any regular match fees at its discretion.

Non-Shooting Range Uses

1. Any use of club properties that does not involve the actual use of firearms as designated by the definitions will be defined as a non-shooting range use. 2. An, non-shooting -use of the club properties will be subject to the approval of the Board of Directors of CTR&P, Inc. 3. Non-shooting usage of CTR&P, Inc. properties will still be subject to the rules contained herein.

Competitive Programs

1. Competitive events will be given utilization preference to all other range uses. 2. During the course of a competitive event all target types may be used subject to the discretion of-the match director. 3. Ranges in use for competitive events will be subject to closure to all other uses upon the arrival of the range officers for that competition. Shooters are warned that this may be several hours in advance of the actual match starting time depending of the preparation necessary for the match. 4. During a competitive event range officers and match officials will control the range. All range safety questions will be governed by their decision.

Membership Privileges and Loss Thereof

1. Membership privileges will be exercised only upon the following: a. Application; b. Screening and acceptance of the application; c. Proof of current membership in the NRA; d. Payment of required membership fee; e. Completion of required range orientation; f. Presentation of properly endorsed current membership; g. Compliance with all rules stated herein. 2. Membership privileges may be revoked, suspended, and probated at the sole discretion of a disciplining committee on the following basis: a. A written and signed allegation of violation of these rules shall have been presented to an officer of the club; b. The formation of a discipline committee consisting of at least seven members of the current board of CTR&P, Inc. shall have been formed; c. The committee bears the allegation and the defense of the accused in a hearing structured, as it deems necessary; d. The vote of the majority of the members of the committee is to revoke, suspend, or probate the membership of the accused member.

CTR&P, Inc. And Waco Gun Club Agreement

1. CTR&P. Inc. members may shoot trap and skeet at WGC through a bilaterally revocable agreement. 2. Proof of current membership must be presented to WGC prior to shooting. 3. CTR&P, Inc. members shooting at WGC must follow all WGC rules and policies. 4. WGC members must sign in as guests to shoot without having to pay a guest fee. WGC members may use CTR&P, Inc. facilities two times a year without orientation or being a member of the NRA. Thereafter, a membership card will be issued on demand to that person after that person provides proof of NRA membership and completes an orientation.

Things to Keep in Mind

1. Its always a good idea to wear eye and hearing; protection when you shoot. 2. There is a phone in the caretaker's trailer. It is for emergency use only, to summon help in case of accident. 3. Remember the 10 rules of firearm safety. 4. Check the bulletin board for changes in rules. 5. If you see a violation, notify the attendant or call an officer. A car license number will do the trick. Don't get involved in a confrontation. 6. Watch out for your own safety at all times. Trust no one. Sadly, everyone has a lapse now and then. 7. If you have an uncased gun on the range then it should be pointed down range, shooting. Or the action should be open and it should be pointed in a safe direction. 8. All rifles will be shot on the rifle range only. 9. There is nothing to plink at CTR&P. Bring suitable targets or materials to shoot at. 10. Houses surround our range. Keep your rounds on the range 11. The sole responsibility of our single employee is to assure those range rules are followed. All range maintenance is performed by volunteer labor. If you see trash or scrap on the range, pick it up and place it in a barrel. Help keep the range clean. 12. When leaving the property, make a complete stop at the gate and look both ways before proceeding. 13. Close and lock the gate upon entering or leaving the range unless there is a match in progress. 14 Gate is left open on sanctioned match days, orientation, and other publicized public events and should not be closed by individual members. Dates of the sanctioned matches are provided to the membership in the annual newsletter.
