I have been slow in getting this newsletter written and sent. By the end of your reading I believe you will be blessed to know it was worth the wait.

For my first offering in Y2K I want to first give some good news to you. Fear was banished again in the mercies of Almighty God to continue enduring our disobedience and rebellion. The fear merchants are quite interesting; now they are working on how to spin the fact that a great disaster did not happen and the people remain safe in God’s divine providence and mercy.

TAX COURT FOLLIES: we have been quite blessed by the most recent actions of the tax court. I had told you how in November the judge had no problem determining the trust was real. Now we have other rulings coming that show, like it or not, the IRS will have to deal with the trusts as real. We have one trial scheduled for June 2 in Phoenix, and another June 19 in Las Angeles. I probably erred in not designating the LA trial for Phoenix.

We are now down to discovery and more agency lies. We are working on how to make the Appeals office do its’ job. To date there is a genuine bad attitude in that group.

CURRENT HEADLINES:

In Tampa, Florida the EVENING NEWS advertised all week and produced a man who showed off his $20,000 check from the IRS. He had researched the law and challenged the IRS to show where his wages constituted income. The refund was the government’s answer.

In New York a federal judge got it right, and seriously chewed the US Attorney. This was a couple who fought without a lawyer and beat the IRS at their own game. In that particular situation the people had paid estimated taxes, and three years later filed for a refund. The IRS argued that the refund could not be made because it was 3 years after the return was due to be filed. All the Statute of Limitations rules are based on the date of filing for the return. The judge in reaming the US attorney told him he would not allow them to keep what they never had any claim to in the first place.

From the Secretary of Treasury comes a lengthy disclosure of the new regulations and intentions to attack TAX SHELTERS USED ABUSIVELY BY CORPORATIONS. He actually seems to be on point because it is based on international and interstate commerce. These will likely be cases that can pass the financial analysis for collection. The target frauds are trick loans and structures where the Corporation pays the planner more than $100,000.00 to set up the structure for the tax shelter. Included are new reporting rules for these attorneys and accountants for their high dollar clients.

Attacking these multi-national corporation seems like a real good way for the IRS to use up their budget. They can spend a million or more on a single audit and many times that on the investigations and trials.

BETTER NEWS FROM THE COMMISSIONER:

once again the commissioner is telling us and the media that the congress is going to have to make a significant budget increase for the collections to come back to former levels. With all areas of collection reduced severely he asserts that the changes in the mission have removed the agents from audit and collection. HOORAH!!

In case you are not aware there has been a 15,000 agent reduction in the Service in the last two years because of the budget cuts from Congress. AND Congress has promised further budget cuts. That is Congress’ best way of changing the actions of their delegates.

FEDERAL JURISDICTION AND CHALLENGES are a place where many of us need to be studying and taking action. We are at the mercy of a federal bureaucracy who may well be exceeding their legally delegated authority. It is our just duty to know sufficient of the law to know our hired and elected servants are living up to the job for which we hired them. It is not they who are at fault when we are too lazy or negligent to do our duty of controlling our hired agents. I intend to give you several avenues to follow. The rejection of knowledge is simply wrong, and it carries a great cost.

Much like the Bible account in II Samuel 8 we have rejected God and our righteous duty in the perfect law of liberty for the lust of turning our responsibilities over to a secular government (earthly king). In order to enjoy forgiveness and healing of our land we have to carry out our duties and responsibilities. It is not within God’s plan and promise to simply do it for us. When my People who are called by my name will humble themselves, turn from their wicked ways, pray, seek my face…. Then will I… In this writing I am concentrating on turning from our wicked ways. Our wicked ways of laziness and negligence that has allowed our servants to get out of control.

Sadly our fathers and grandfathers in settling the west and surviving the depressions took their eye off their responsibility to manage government and allowed the Government to get the idea it was in charge of the people.

Scripture talks about the sins of the fathers being visited on the children to the third and fourth generations. To me this means it is our turn to turn the plagues away from our children and grandchildren.

NO IT IS NOT TOO HARD FOR YOU. All righteous tasks are easy and comfortable. False doctrines of money religion is what has been set up to convince you to surrender to the evils of governments. Following are some works of others to give you a jump start in accepting the knowledge to make your job easier and more comfortable as you reject those false doctrines.

One time through is simply not enough. We had the author at the February seminar and everyone who missed it should be ashamed. There is no doubt he will be back again to share knowledge with us. FROM THE INTERNET you can get many very good reports on federal jurisdiction.

President Eisenhower had ordered and published a very significant report in 1956 and 1957 on the federal jurisdiction within the states. This is well written and very worthwhile to download and study. No you do not have to read about every agency and every state. Having the reference to aid in understanding what is happening in your own situation is very valuable.

The third one I enjoyed reading and benefited from was found through find law and "federal jurisdiction" as the search term.

Pastor John Weaver has a well written book titled "The Christian and Romans 13 Civil Government" that does a very fine job of laying to rest many of the false doctrines of today’s corporate love of money churches. You may need this to be able to comprehend how the history of Religious Liberty has been sold out for greater marble statues (graven images) to man. Joe Banister’s book on the voluntary nature of Income Tax remains a good easy reading starter volume on volunteering and jurisdiction. www.Freedomabovefortune.com is his web site and gives all the details of his services.

You really do need to read and study on these subjects. You can not expect to defeat an enemy if you do not know who and where they are; and it is very careless and negligent to think the federal bureaucrats are your friends or faithful servants. The philosophy or specific item in each work may not inspire you; however the current governmental jurisdictions and taxation are corrupt you can choose the one law or item that ignites your passion. This multi-headed beast violates religious freedom and God’s Law in so many ways you have a wide variety of choices how to advocate the "liberties granted by Almighty God". You may even choose to remain in secular bondage to the false religions out of fear for the secular government; however, it deserves to be an informed decision.

America was caused by false doctrines of King James and the perversions in that translation; now our idolatrous religions of America tell us that is the only proper translation with its modern daughters NIV, NAS, AKJ (I just noticed this three letter group parallels the DOJ, IRS, EPA, DOT). The separatists rejected the KJV as idolatrous and perverted, and migrated to Plymouth Colony rather than compromise their religion. What a wonderful thing it would be if America had any remaining religious connection to that kind of dedicated faith. Something is going on here you need to know about. There are a couple of good sources for the 1597 Geneva Bible, which is the one the separatists used to oppose King James and the idolatry of the Church of England. The on Line Bible and ancient manuscripts web sites are good sources for historic content of scripture to avoid perversion.

I will also be posting some of my detailed research and writing on the web page for your study and perusal. How is that for a subtle hint for more of you to get literal and find the web site? Covenantkeepers.com is all you need. It is not very expensive or hard and can even be done through web TV. You do not have to have a super fast or expensive computer to make the Internet work for you. Yes, the slower machine has more limits and after all my computer is obsolete, slow, and in the opinion of many barely adequate. But then I am barely adequate to the task of research and writing.

In the process of researching the law and jurisdiction for the mining claim to benefit my neighbor I was blessed with a lot of clarity and information on all the detailed limitations of federal jurisdiction.

The short version begins in the constitution. For all of you well educated historians here is the challenge: what authority is there for the United States to own land? Is there only one or actually two? Could there be more?

My last couple of months have had a lot of time dedicated to writing paperwork in three different actions regarding my neighbor’s unpatented mining claim. We have opposed the action of the bureaucrat administratively; we are challenging the judge’s resolve to be punitive outside the legal jurisdiction; and we have filed a motion to dismiss for failure to state a claim on which relief can be granted. Over 40 pages of answers and briefs have flowed out of this computer. Yes I am whining about being busy. With a trial on this jurisdiction issue probably in August or September I really need some help with prayer. I am going to attempt to argue the case as an interpreter because my neighbor miner is illiterate and does not comprehend court rules, procedures, or legalese as a language.

As I am writing this I await the US Attorneys’ version of what the constitution says; I may get it reviewed and included for your perusal. The law as published clearly shows a jurisdictional defect in several directions. The CFR specifies hardrock while this is a placer operation; it also sets a limitation of within 25 miles while he lives 38 miles from the claim. Ex Post Facto laws, rules, and regulations are not suppose to impose bills of attainder. We have always had the concept in American Law of existing operations having standing to continue. This is called grandfather clauses.

Article 1, Section 8, Clause 17 is where my analysis starts. This provision gives very clear specific terms and conditions of limited authority to own land within any state and how that must occur. Forts, docks, magazines, post Offices, and other needful buildings…and by purchase with the consent of the state legislature (in other words ceded and deeded).

In the Lopez decision the Supreme Court clearly stated without federal ownership of land or Interstate Commerce there was no federal jurisdiction. The Michigan abortion cases were also decided on the same grounds; no federal ownership of lands or Interstate Commerce the law was unconstitutional. Within these set limits we see Utah Division of State lands v. U. S.(1987) where the Supreme Court stated it was inconceivable that congress intended to defeat the states title to land at statehood. In that case the state owned the land under the federal waters in Utah lake. To me it seems clear that Arizona must own the land where there is no water.

Then there is New York v. U. S. (1992) where the Supreme Court stated that the United States is a foreign corporation with respect to the several states; and, more significantly that the Federal jurisdiction can not be enlarged at the narrowing of the state even with state consent. Utah further clarifies that the western states entered the union with equal footing to the original 13; be aware that there was no fed when the states took the title to land from the King of England. That means there is no place other than 1,8,17 in the constitution for federal jurisdiction within the state.

Territorial jurisdiction can not apply within the states because a new state can not be carved out of an existing state. Yes that is in the constitution. Article 4, Section 3, Clause 2 covers the jurisdiction within the territories but grants no authority for a territory within a state. Remember it is inconceivable that the fed intended to defeat the states’ title (Utah).

What is the significance of the limitations to federal jurisdiction? For the simple minded like me it means the recent declaration of million acre monuments is narrowing the state to the enlarging of the Fed; a principle declared unconstitutional in New York (1992).

These jurisdictional limits may also mean that the federal taxes have to be reformed into the limited constitutional jurisdiction of interstate commerce and the limited federal lands. All the rest of the support of government needs to be done through the tariffs and excises authorized by the states in forming the union and writing the Federal Constitution. Thomas Jefferson thought the states should throw out the Constitution about every 19 years and re-negotiate the compact to prevent the fed from ever becoming autonomous and powerfully entrenched. Sounds good to me!!

Next you need to look at that more important constitution; the one forming the state you choose to be in (even though you are not of). The state has a clear present jurisdiction to tax on a far broader basis than the feds. And in a proper exercise of jurisdiction the county should actually be the strongest taxing power. Sadly the counties have become more sub-servant to the states than even the states are to the feds. All this is based on love of money and money equating to power in our current concept of society.

HEADSHIP ANYONE?

YES, this is in response to requests. There are several of you that need to be in control of your emotions as you read. I am picking on everyone and no-one, perhaps mostly myself. If you feel picked on please forgive me and pray that God will guide you to the proper forgiveness. My whole purpose is to put information out there for you to evaluate in the hopes of helping the family be stronger and last longer. What God hath put together let no man bring asunder. I hate the whole concept of divorce; it is a secular corporate false doctrine betraying trust.

The worst thing for the whole idea of trust is a divorce. Divorce is the breaking of the most important covenant or trust contract in all of our lives. The other trusts are only to do with money and property that have no spiritual importance. The Marriage Covenant of Trust is entirely spiritual and should have nothing to do with property and money; and, it should have nothing to do with lawyers and judges of secular humanistic anti-Christ merchant law. Marriage covenants must be united, spiritual, and solemn. The most important place in life to keep your word and oath is to god and your chosen mate for life. Until death do we part is a spiritual oath and speaks of a spiritual death. It is wrong before God. Anyone engaging in divorce is betraying their solemn oath before God.

More than 90% of the time divorce comes about because of laziness, stupidity, and selfishness. And for certain in every occasion where I have been involved with clients all three of those items are present. And every time there is destructive denial, usually by both parties to the contract.

With full intention of offering you the opportunity to rebuke me I will carefully state my idea of the biblical concepts of headship, helpmeet, marriage, and divorce. Since Adultery is the spiritual cause for divorce; and God’s judgment for adultery is that both man and woman are to be put to death it all adds up. If you are dead to God a divorce is okay.

The lust of the flesh in almost every case stops the head from acting as a proper head. I think it was Law and Order that had the sexual harassment case where the madam pointed out the operation of the dumb stick; I usually refer to the small head doing the thinking because of draining the blood from the big head. Whether that is from lack of sex or too much and the wrong kinds of sex makes little difference, the dumb stick is still engaged. God’s first purpose in sex was and is reproduction; it is the lust of our flesh that converts that design into a pleasure, and a lust resulting in erroneous control. I find no scriptural reference saying the help is to be a sex machine or that she is allowed to use its withdrawal as a weapon to solicit erroneous control of the head and family. Both are wrong to use or demand sex by lust. I am all for husbands and wives acting as one flesh by the special connection through sex when it is a pleasure to bring about better and greater cooperation in the Marriage Covenant. Good sex for the right reason is very strengthening and uniting. It makes both better and stronger in their just role in the Marriage ordained by God. That is not an every day demand, and needs to be only as often as it helps strengthen the union as one flesh for the spiritual task.

In today’s modern society and definitions there is no husband, wife, or child that some lawyer or psychologist will not define and litigate as abused. Some female psychiatrists define every sex act as abuse or rape. This whole secular humanist society is a spiritual abuse to all the members of the family; and we need the whole family working together to protect the family from secular society’s abuse.

I have never heard of a wife who decided to divorce that could not make a case of at least minimum mental abuse and emotional trauma. The mere fact of masculine characteristics are easily turned into emotional abuse. Just because husbands are not emotional in the exact same way as wives does not mean it is abuse, that is a false doctrine. The very same manly character that originally endears us to our wives can be later construed as emotional and mental abuse by lawyers and psychiatrists.

Oh no I am not cutting the men slack at the peril of the wonderful treasures we all call wives. I seldom blame the wife for the problem in the family. The flesh or body is not suppose to control the head. The head has the mouth that brings in the nourishment so the body has little choice but to return the very nourishment the mouth takes in to help the head and mind function. A helpmeet is a perfect help; not the lusty desires; not the controller or boss; the perfect help to enable the head to carry out God’s plan. And that is an office appointed by God; perfect help to make the man complete filling in all the gaps, even correcting the spelling, and nurturing the children to teach them the right way to be heads and helpmeets.

One request I received was specifically for teaching on the role of headship. I place a very heavy responsibility on the men; too many families are brain dead; and that results in heart death.

In the scripture we are told a lot about headship the best of it all is that we are to be "head over the family even as Christ is head over the church". "Even as" means in the same measure or just like, the same way, the same spirit of right and wrong.

Do any of you husband "heads" think for a moment you are the same kind of head to your family as Jesus is to the church body? Well lets challenge all you religious hypocrites. Did Jesus demand of his bride or leave her free choice? Are you willing to die to buy back your wife who is whoring after other men and their false doctrines? Jesus died to buy back his bride and wife from all her whoredoms; at her worst and when she was not even asking. In his office as kinsman redeemer he bought back Israel for himself as a new virgin bride when we partake in the blessings from his resurrection.

Let me give credit to JW for his teachings 8 years ago on the office of husband served by Jesus Christ. If you carefully analyze and compare the personalities demonstrated by God there are three ("these three are one") there is the father, son, and husband (Holy Ghost).

All of the attributes of the Holy Ghost are those to which we as (husbands) heads are suppose to strive to achieve and provide to measure out to our wives as needed for our wives to be the perfect help. We give of our power and name sufficient to enable her to carry out the task of making us the best we can be, completing and fulfilling our spiritual warfare against all evil even unto victory.

As Father he claimed Israel as his firstborn when he sent Moses to bring us forth out of Egypt; then after our maturing into loyal subjects in the desert (hah hah?) he later called us his wife, then divorced us for our whoring after other gods.

As the son he even took on the flesh; then he sacrificed himself and died so that he could remarry Israel, and cleansed her from all our evil in order to have this new virgin bride of the resurrection as his new eternal bride to himself as reigning King for Eternity.

As the husband (Holy Spirit) he is the comforter providing his power and gifts to every soul (cell of His body [wife]) of the kingdom just as we as head must furnish our power in the proper measure to comfort every cell of our body, flesh, wife. We are commanded to keep our desires and ourselves unto our own wives (thou shall not covet) (thou shall not commit adultery); there are on the same order of cells in the body as people in his body kingdom. He is our only righteous example of what kind of head we are to be in the family. I can be callused enough to say that none of us have achieved that perfection; and it is almost certain none of our wives have achieved the perfect help.

No; it is not God’s fault when we fail because of our rejection and rebellion; and, quite possibly it is not our fault when the wife fails due to her rejection and rebellion. HOWEVER, BY HIS EXAMPLE OF HEADSHIP AND LOVE HE PAID THE PRICE TO CORRECT THE PROBLEM EVEN WHEN IT WAS ENTIRELY DUE TO OUR REJECTION AND REBELLION.

How do we measure up to that perfect example? Be honest now! Lousy of course.. And you want to rule over your wife with power and authority. WRONG! We have to learn to exercise our headship in the same measure as Jesus does his with all the faith hope and charity of this great Merciful Majestic Graceful King. Now how are you measuring up to him?

Yes, of course I know I am subjecting all of the husbands to terrible criticism and ridicule from your wives. The wife has exactly the same right and power to criticize and ridicule the husband as Israel has in criticizing and ridiculing Almighty God; none, zero, zip, nada. WRONG!

Two wrongs do not make a right; and the fact that the husband makes an error does not justify error by the wife. And for certain an error by the wife does not justify ridicule and error by the husband; remember she is only carrying out the power you delegated to her as head. This is where the false doctrines of "name it and claim it" or demanding God fulfill your idea of a promise is so destructive. And we make preachers rich who sell us these lies because they relieve us of our righteous duty to God and family. The reason this is so bad is it lets the churches teach the wife to boss around and demand of the husband the way we do God. In this case wrong + wrong + wrong = wrong and results in destruction of trust and divorce.

You have to be kidding if you think this creates license for the wives to be critical and demanding of the husband. TWO WRONGS DO NOT MAKE A RIGHT. The wife is carefully instructed how she is to handle her objections to the husband; "take it to God in prayer".

THERE SHOULD NEVER BE A DIVORCE IN A BELIEVING FAMILY. Since the only legitimate cause would be adultery; and, that act or lust is wrong before God and head there can never be a cause without first violating God’s Law, and ceasing from being believers. Sins + Sins = Sins; repent, repent, repent and the covenant of the marriage and family can yet be preserved by forgiveness and healing.

Remember it is the performance standard of all the Kingdom believers that you are to treat others the way you want to be treated. In all my life I have yet to experience husbands and wives who apply that concept in their family. All the false doctrines lead us away from doing marriage God’s way.

For all of you offended by my references to God and His way in our marriages and lives let me add it can only be God’s way or Mammon’s way. If you are dedicated to money and the love of money you will fall into all the state traps for secular destruction of the family. When the state rather than God brings a man and a woman together the odds are great that failure will follow. All of my experience with destruction of the family has come by false doctrines of moneyed churches who use secular psychology instead of prayer and scripture. Our failure to forgive makes forgiveness hard to receive. Jesus said "when you stand praying forgive that you may also be forgiven". How many wives are capable of forgiving to the level they demand being forgiven? How many husbands forgive as they seek to be forgiven? It is almost certain none of us have forgiven as much as God has forgiven us. This is another of those whole measure or same measure things in scripture. If you want God to forgive all you must first forgive all. If you want total forgetting of your errors by God you must have the same kind of forgetfulness with your mate; even to forgetting.

Since the whole concept of divorce is against God’s will and law one or both have to be out of God’s order; let me go farther to say the wife has to be out of order to do anything other than take the dispute before God in prayer. Going to lawyers and secular courts to have your sins certified as approved is simply wrong when either of you do it. If the husband is out of order the wife is charged to take it to God in PRAYER. It is when the wife is out of order that the scripture allows a divorce under strictly limited rules. Yet God’s own example is to pay the price to buy the wife back from her error forgiving all and redeeming us by his own sacrifice. And if the husband is acting in any slight comparison to Jesus as Holy Spirit HUSBAND the wife will be so grateful as to worship her head. When we feel the spirit of God upon us we are joyful, and the same can and should be the joy our wife feels at the receipt of our love, blessings, name, power, and charity of forgiveness.

Like many husbands, my wife worshipped me until we were married and began figuring out how to live together day by day. Sadly in our case that was followed shortly by a premature onset of menopause; we can only speculate if the stress of trying to adjust to the defects in my headship; or in the adjustment from headless to headed was the reason for the onset. This is actually very close to how we as a people and nation act toward God; when the relationship is new we are enamored and full of joyous praise grateful for everything in our life and world. Later on we become selfish, lazy, and greedy wanting Him to do our job and cater to all our lusts in order to keep us loyal a little bit of the time.

YES; THAT IS CORRECT, I am saying we as husbands set a lousy example for order in how we treat the majesty and greatness of our head; and in many cases how we treat our body. I am fat and out of shape for my duty.

Our lousy corporate religions of love of money and lust of the flesh are where we first fail. When we start begging God for money lust that is his enemy we may just not get our way. Instead of being married to that Holy Spirit Headship Husband all of every day we only want to visit a few hours a week and the rest of the time be left to our own lusts and lies with our corporations of limited liability, usury, and service to man for tax exemptions. And like the concubine we want great rewards for this few hours of pretense in the fashion show of the corporate church with all its’ love of money driven false doctrine.

This false doctrine of bossing God around is little different than the women’s movements that tell the wife she does not need the headship of a husband. This is as foolish as men claiming they do not need God every minute of every day. The body will parish without the head, and God’s perfect order is why the head is so dependent on the body.

Sometimes I thank God for unanswered prayers should be the motto of every man and marriage. How many times have we prayed for things that were simply wrong? If God had answered my prayers as a young man I would have had a lot of wives; there were a lot of ladies I liked who really could not stand me. How many times have we asked God for the wrong thing in our marriages? How many have prayed and believe they received the Ok to violate God’s law and plan? II Samuel 8 comes to mind again; the Children begged and begged for the wrong thing in an earthly King. Even though they were warned of the hazard of their request costing them greatly, even excess taxes, they kept begging until they got the wrong thing and suffered the consequences.

How about Franklin and the boys at Philadelphia in 1787? They were unable to find a compromise for the love of money in commerce for six weeks, despite daily prayer; so he called a recess and summonsed all the preachers form the local area for a season of fasting and prayer. For three days they fasted and prayed for a commercial compromise; and just like Israel we are suffering the consequences of begging for the wrong thing. This is often repeated in families where the wife begs and solicits, and coerces for the lust and greed instead of helping the head do the right thing.

God said Adam was incomplete (not good that he was alone) and made Eve the perfect help to Adam. God did not say Woman could function independently; nor for that matter, Man. God did not form Adam to serve Eve or to complete her. While man is incomplete without his wife; and a woman without her head is a widow. Look it up in your concordance widow simply means "deprived of headship." When the husband in his laziness, slothfulness, ignorance, or lust fails to do his job as head the wife is a widow in spirit because she is headless. When the wife rejects and rebels she becomes the brawling woman and the effect leads to disastrous consequences.

Yes, I am back on the husbands. When we fail to see the need before it is begged for and provide for that need and even the lust of the heart we are not properly executing our scriptural duty of being "even as Jesus is head of the church". Jesus said he would supply every need, even the lust of our heart. He had not planned on the desire of the heart for his new virgin bride being a secular divorce to make herself a widow. I am certain he hoped the desires of the heart would be righteous, good, and strength to the family and Kingdom. Unlike Jesus we as husbands have repeatedly failed to protect, heal, or provide for all the needs and desires of the heart.

For me I always get annoyed when my wife forces my hand into the desires of her heart when I have other priorities in mind. The honey do list is a very humbling thing around here; and the way she goes about getting my attention and priority are very challenging. I do not pass judgment on her actions for unlike Jesus I was wrong in the first place. Too often I give priorities to my own needs or the needs of others and ignore the needs of my own body (flesh or wife). Too often in fact I make you more important than my wife. AND TOO OFTEN YOU MAKE ME OR OTHERS MORE IMPORTANT THAN YOUR WIFE.

BEING RIGHT WITH GOD IS A NECESSARY PART OF LIFE FOR THE FAMILY TO SURVIVE.
