This is my own creation, any similarities to other tutorials is purely coincidental and unintentional.

This is what we will be making...


You will need a Graphic of your choice and the Dot and Cross Filter available from Penta-Com Filters


Open a graphic of your choice.
Duplicate your graphic by hitting Shift D. Close the original.
Resize if needed to no bigger then 400 x 400.
Choose a color from your graphic and add a border of 5 pixels.
Select Border with the magic wand, go to
Effects, Inner Bevel add one of your choosing.

Open a NEW Image 600 x 500, you can crop it later.
Edit copy your graphic with the border and paste as a new layer.

Add a New Raster Layer. Using your Selection Tool
set to Rectangle, make a selection like this...


Flood Fill the Selection with a color from your graphic.
Got to Effects, Dot and Cross using these settings...

On your Layer Palette, change the Blend Mode
to Screen and lower the Opacity to about 74.

Layers, Merge Visible. Layer Duplicate.

Now on your Top Layer, add your text in the
rectangle selection that you added.

Now go to Image Resize, 85 percent, All Layers, UNCHECKED.

Image Rotate Free, 25 degrees. Layers Merge Visible, Crop your image.

Save as jpg.
