LABE's programmes complement government's programme.LABE works with gorvernment in areas of advocaay, training and to some extent, the development of materials. By working with gorvenment, LABE resources and harmonises activities at district and national levels.

For the last one and a half years, LABE has been working jointly with jJnja Local Gorvernment in adult literacy work.
