The Constitution of Occussi-Ambeno as adopted at our independence in 1968 gives full internal autonomy to each of the seven provinces (or regencies). Among the powers they have is the authority to issue their own stamps and conduct a regency mail delivery service.

In actuality, only four of the regencies have taken up the option of issuing their own stamps, and even then, they are used alongside Occuss-Ambeno stamps. The stamps of the regencies can only be used on mail posted within the regency.
