The council of 13 has existed ever since Althasar was found. It is composed of twelve representatives, usually of different races, that convene to keep peace in the land. One representative, the thirteenth, acts as the leader of the group and is elected and trained for the position at a very young age. This prince/princess has the ability to change her appearance to that of any creature on the planet.

The first twelve council members gain the ability to change into any were-form used by the other members of the council, including their own. This is one of the reasons being a member of the council is so well respected. (Humans will eventually be able to try for a council seat. Any humans admitted will have to choose one were-form, however.) When any member of the council leaves, they revert back to one were-shape or if they were originally humanoid nothing at all.
