E. Hay to Earl of Egremont. Passports for Earl of Bristol sent to Elvas. Arrest of British subjects and ships in Spanish ports. Escape of the Eagle privateer from Vigo, as per enclosed declaration (f.354). Encloses copy of printed Spanish Gazette of 15 Dec., together with an English translation of the Madrid portion, `which amounts to a declaration of war expressed in the strongest terms.' Measures he has taken to inform naval commanders of the rupture with Spain.

George Debden
, private 4th Royal Veteran Battalion, serving in Canada. In 1816, the regiment was returning to England on H.M.S. Harpooner to be disbanded when the ship was wrecked off the southwest coast of New Foundland. George was named as one of those who were lost at sea.

The results of the shooting of the cavalry and infantry in the Army inter-regimental rifle matches, which have been going on at various stations at home and abroad (except India) between June 1 and October 31, were issued yesterday by Major Salman (hon-sec) D.A.A.G. North British Districts, and exhibit records of a gratifying character:

CHATHAM DOCKYARD ACCIDENT

Naval and Military Intelligence

A serious accident happened at Chatham Dockyard late on Tuesday by which five men were more or less seriously injured. About 60 of the crew of the Empress of India, battleship, Capt. Angus MacLeod, were engaged in returning old stores and drawing fresh supplies, and for the purposes of this work a train, consisting of an engine and four long trollies, was proceeding from the Gun Wharf to the ship, when one of the trollies jumped the points and overturned. The truck was laden with drums of oil, on which a number of the sailors were riding. The men were thrown with great force to the ground and the drums rolled over several of them. It was found that five of their number - Richard Dibdin, A.B., A. Sims, boy, A. Richardson, O.S., W. Peacock, O.S., and H. Allen, sailmaker – were injured. Dibdin, who received severe internal injuries, and Sims, who sustained a fractured skull, besides other injuries, had to be removed to Melville Hospital, where they are lying in a critical condition. The other three men, who were badly confused, were taken on board ship. The engine and the first trolley passed over the points safely, and as the train was proceeding at slow speed the driver was able to pull up immediately the accident happened.

He volunteered in December 1915, and shortly afterwards proceeded to the East. He saw active service for a time in Mesopotamia and later was transferred to India, where he was engaged on garrison duty and also took part in fighting on the North Western Frontier. He returned home for demobilisation in October 1919 and holds the General Service and Victory Medals and the India General Service Medal 1908 (with clasp Afganistan 1919). 13, Ivy Road, Southampton.

The index was created to enable the AMO to place on one card, all of the details about an individual's medal entitlement. As almost every officer and soldier, man and woman who saw active service overseas received a campaign medal, it essentially forms the most complete "roll-call" of those who served.
