    Programmer/Analyst

    Designed and developed two and three tier client/server applications using Powerbuilder 6.5, 7.0 and 9.0 as the front end development tool, and a variety of Oracle and Sybase databases on the backend.  Designed, developed, unit and system tested business application logic, user interface and stored procedures/functions on multiple platforms.  Served as the back-up product team manager in the absence of my supervisor – overseeing a development staff of 14.  Served as a project manager for a full-lifecycle software development project.  Provided support to users and operations staff including troubleshooting application issues and handling changes in the technical environment.  Conducted user training and prepared user documentation and online help as well as technical system documentation.  Provided technical and functional content to marketing and proposal efforts.

    Project Assignments:

    HEDIS

    Description:
    DSS-based application that runs analytics against the State’s data warehouse member enrollment and claims data to produce HEDIS statistical measurements.  HEDIS is a set of standardized performance measures designed to ensure that healthcare plan purchasers and consumers have the information they need to reliably compare the performance of managed health care plans and to gauge the quality of care provided to a plan’s members.  The HEDIS standards on which the product is based are developed by National Committee for Quality Assurance (NCQA) and are updated annually.

    Role:
    Project manager for the entire HEDIS project lifecycle for the State of Montana.  Planned the project, created a project notebook including EV metrics based on the cost model (working with the PMO) and managed the execution of the design and development of a prototype and the subsequent project phases including requirements gathering, design, development, unit and system testing, UAT, and operational turnover.  Managed resources and budget, conducted bi-weekly project team meetings and provided weekly project scorecard reports to upper management.  Also created the system architecture design and participated in system development as a Powerbuilder resource.

    Technology:
    Oracle PL/SQL stored procedures on the backend, which reside in a schema on the data warehouse (Oracle 9i).  Two-tier Powerbuilder 9 front-end reporting application which allows for user-definition of runtime parameters and user-execution of the back-end analytics.

    OmniAlert Description:
    Online Medicaid SURS application (Surveillance and Utilization Review Subsystem). The system is used to detect fraud and abuse on the part of Medicaid providers and recipients based on the results of user-defined jobs run against claims data from the data warehouse. The jobs perform peer group analysis of the data to highlight statistical exceptions. Users can create, submit, and monitor jobs plus view reports based on job results and track investigative cases. The system has been successfully implemented in the States of North Carolina, Florida, Wyoming, Montana, Oregon, Georgia and Mississippi.

    Role:
    Responsible for the design, development and unit testing of new releases and enhancements of the existing Powerbuilder applications, as well as the implementation and configuration of the software for new clients, and ongoing support and maintenance to existing customer sites. Create detailed documentation of work and maintain the application database stored procedures and kornshell scripts.

    Technology:
    Powerbuilder 9 application with a standalone Powerbuilder 9 engine application that runs batch jobs.
    The application data and the data mart reside on Oracle (although there is a Sybase ASE 12/ASIQ 12.4.2 implementation currently in supported in production in North Carolina). The versions of Oracle currently supported range from 8.1.7.2.0 to 9.2.0.5. An automated off-hours transformation process on the Solaris database server pauses job processing and performs the extract from the data warehouse, loads the OmniAlert tables, performs database maintenance, and removes old data.

    QueryPath Description:
    Ad-hoc DSS query tool.

    Role:
    Created and unit-tested backend PL/SQL stored procedures for the application security and scheduler modules.  Created cleansed warehouse data for test/demo environment using PL/SQL procedures.

    Technology:
    J2EE framework on WebLogic application server with Oracle 9i backend (resides on the data warehouse).  JAVA servlets are passed to the browsers on user workstations.

    Consultec ONline Network Information Environment (CONNIE) Description:
    Medicaid provider/member call tracking system with reporting and telephony integration capabilities.

    Role:
    Prepared internal design for system enhancements consisting of program specifications, file descriptions, screen designs, record layouts, report layouts, and workflows. Coded, tested, and debugged programs from the internal design specifications. Assisted in the production of user documentation and online help. Conducted walk-throughs of design and code for client and team peers. Responsible for the system implementation at various call centers including technical support, system configuration, and end user training.

    Technology:
    Two-tier online application with user interface/business logic developed using Powerbuilder 6.5 and ASA 6 (and 7 up to 7.0.2) backend. Separate batch applications for loading provider and member files and for the archive/recall of old communication records also developed using Powerbuilder 6.5.


    Population Manager

    Description:
    EIS statistical analysis package using aggregate data from the North Carolina State Medicaid decision support system to provide query capabilities and visual mapping and graph presentation of result sets.

    Role:
    Developed enhancements migrated from PB5 to 6.5. Participated in system testing and fixed application bugs in preparation for system acceptance by the State of North Carolina.

    Technology:
    Two-tier application with user interface/business logic developed using Powerbuilder 6.5 and Map Objects with an ASIQ 12.4.2 backend.


    Drug Rebate Analysis Management System (DRAMS)

    Description:
    A client/server online transaction processing system with batch processes that manages unit rebates from pharmaceutical companies per the HCFA Medicaid Drug Rebate Program.

    Role:
    Designed and developed several search and display windows as well as reusable control objects for the commercial provider version of the application. Also participated in system testing in preparation for system acceptance by the State of Montana and the State of Minnesota.

    Technology:
    Two-tier application with user interface/business logic developed using Powerbuilder 6.5 and Oracle 8.0 backend.

    Assisted in preparing Windows 95 and NT workstations for Y2K. Provided technical assistance to the user group with software and hardware problems. Built PC Workstations, ghosted machines, and applied troubleshooting skills to system performance problems.
