This is Meijiru's completely Suvian ninja. She doesn't talk, and instead uses hand seals to communicate in a form of sign language. This is because she's picked up/developed/learned a chakra technique that causes people to obey whatever she says. This is very useful when you just don't want to deal with someone - you tell them to "Go away," and they do. You tell them to "Die," and they do.
