There are also the Goddess Offices. I suppose it is God's way of helping out mankind in more visible means. They will grant one wish, anything, to nice people who meet the qualifications. These qualifications are safety-protection and basically ensures that people who would wish for the total destruction of the earth and so on will never manage to reach any Goddess Offices to begin with. Belldandy used to work for one such Offices, but when Keiichi wished for her to stay with him forever, naturally she had to "quit" that job.
