A: Yes and No. In the Japenese version of Sailor Moon, they are. But in the North American version, they are simply close cousins. And Amara is just a 'tom boy'.

A: Still, the chance is slim to none. If you've ever read, seen pictures, or seen the manga/comic, Serena is nude nearly through all the last 2 episodes. It would be extremely hard to Dub. Though there is a rumor, that Naoko Takeuchi (the creator of Sailor Moon) will be making more Sailor Moon episodes, even though she had supposedly 'retired' from Sailor Moon.
