Alien Announcer
The Alien announcer is much like the Human Announcer of the Tenkaichi Budoukai held on Earth. He plays no other important role in the series except his play-by-play on whatever may be going on in the ring and match introductions.
Android #8
Android #8 is one of the earlier creations of Dr. Gero that we see in Dragonball, where he makes his appearance. #8's major disfunction is his sheer hatred for fighting. During the Red Ribbon Army Saga, #8 refuses his orders to fight Goku and instead he teams up with Goku and assists him. After the incident at Muscle Tower where he helps Goku defeat General White, no more is seen of #8 and it is thought that he lived a peaceful and quiet life.
Android #13
This Android is the main villain of Movie 7, he is created along with #14 and #15 by Dr. Gero's supercomputer to achieve Dr. Gero's ultimate goal of destroying Son Goku. After his brothers #14 and #15 are killed at the hands of Vegeta and Trunks, their CPUs are absorbed by Android 13 and thus creating Super Android #13.
Android #14
This Android is the brother of Android #13 and Android #15, and by appearance is the most menacing looking of all and is devoid of any personality traits such as intelligence or humour. Android #14 is sliced in half by Mirai Trunks' sword and later becomes a part of Super Android #13.
Android #15
The third of the trio of Androids that are created by Dr. Gero's computer in Movie 7. Android #15 tends to be constantly annoyed by the stiff personality of his comrade Android #14. This still does not explain his constant resortion to his whisky bottle in the middle of heated matches! Vegeta decapitates #15 in Movie 17 and the purple skinned, 'midget like' Android soon finds his way absorbed into Super Android #13.
Android #16
Android 16 is a part of Dr. Gero's later batch of Androids, #17 and #18 can be called his siblings if you will. Unlike his siblings, he does not have a human base and is of completely mechanical structure. Despite this, #16 has the most "human" personality of all the Androids, his complexity and depth as a character is unheard of for Dr. Gero's creations. #16 is like #8 as he is against fighting, though will raise his fists if completely necessary, for example when he defends #17 from Cell.
Android #17
Android #17 is a very arrogant Android, and automatically assumes a leadership role in his partnership with his siblings; Androids #16 and #18. #17 has a human base like his twin sister #18, and also like his sister, he is part of Dr. Gero's plan for Cell's perfection through evolution. In Dragonball GT, #17 is brought back by Shenlong and used the 'Android' fusion method to combine with an alternate Android 17 to create "Super 17".
Android #18
This Android is the twin sister of #17, and matches him identically in strength. She too must be absorbed for Cell's perfect evolution to take place. Unlike her brother #17, after being absorbed by Cell she finds her way out, and strangely falls in love with Krillen later in the series. After the two are wed sometime before the Buu saga, #18 and Krillen have a child who they name 'Marron'.
Android #19
Android #19 acts as Dr. Gero's personal bodyguard and assistant. He is not too well equipped in the art of fighting or even in intelligence. His ability to sap energy from other people's ki attacks seem as though it is a blessing however this eventually leads to his destruction after he runs out of energy constantly needing to re-fuel. Vegeta destroys #19 with his Big Bang attack.
Android #20 / Dr, Gero
Gero is famous for his creations such as the Red Ribbon Army, all Androids bearing the Red-Ribbon logo and infamous for his creation of 'Cell' the biological Android. Sometime between the Red Ribbon encounter and the Android invasion, Dr. Gero's mind is implanted into an Android's shell, which becomes Android #20, capable of all attacks which #19 has. He is destroyed when #17 and #18 his own creations revolt and destroy his laboratory with him.

Announcer (from Tenkaichi Budoukai)
This human is probably one of the only humans outside of the Z Fighters that knows of their existence, he has spent many-a-budoukai announcing and commentating in matches that many of the Z Warriors have participated in. Because of this it is likely he knows the truth of their ventures and struggles to save the universe.

Artificial #17
The Artificial #17 was created by Dr. Myuu in HELL under Dr. Gero's supervision. This replica of the original Android #17 was created to take part in the technique of Android Fusion.
