Take a look at him people...he looks a lot like Sephiroth from Final Fantasy 7 doesn't he? He has the look to match the personality of Sephiroth, Cold, understanding and collected. (At least, the Sephiroth that before he went mad.) Anyway...he is the one appointed by Clow Reed and who tests Sakura on the top of the radio tower on the last episode of the second season. It was a tough battle, Li didn't stand a chance because he chose his cards in a stupid way. Yue has the power to turn the power of cards controlled by the moon back on the caster as well as use various forms of claw attacks and ice magic. Sakura wasn't to much luckier...the only reason why she won was because of Miss Mackenzie.
