Letter to Congressman Farr and the Co-Sponsors of HR 2929:

Dear Congressman Farr and former Sponsors of the Captive Elephant Accident Prevention Act,

Thank you for your courageous efforts regarding HR 2929 from 1999 - The Captive Elephant Accident Prevention Act.

Since then, a flood of evidence has emerged regarding the mistreatment of elephants in captivity.  For example:  One elephant rental company (Hawthorn Corp.) surrendered its herd of 16 elephants to the USDA in March 2004.  One elephant from the same company was confiscated in Nov. 2003 for multiple violations of the Animal Welfare Act. In September of 2003, a report was released that reveals evidence of graft between the USDA and Ringling Bro's Circus. This includes their attempt to cover up the TB problem among their elephants.

As you are aware, Tuberculosis continues to be a problem among captive circus elephants and causes a serious public health threat. Elephant frustration leading to rampages and trainer killing continues to be a problem as well. The position of "Elephant Trainer" has been declared the most dangerous job to have, outweighing the risks of race car drivers and stuntmen.


The states of Tennessee and Massachusetts will vote to prohibit the use of elephants in circuses in 2004 and the city of Denver is set to vote on prohibition of animal circuses in August 2004.  Tax payers and registered voters like myself would like to see this legislation enforced on the Federal Level.


Please re-introduce the Captive Elephant Accident Prevention Act. You have our full support.
