RULE 42 - PROPULSION

Mr. Paul Henderson, President of ISAF, suggested that a new group of “expert judges” be trained in the interpretation of and enforcement of Rule 42, and that these judges are charged to set a standard and adjudicate consistently at major events organized by ISAF or any Olympic class. Over 60 attendees representing 43 countries have attended a seminar from 21 to 23 March 2003 at ISAF headquarters, with a commitment to educate Judges, Race Officials and sailors within their country on a standard application of RRS 42. |
Following the conference, ISAF Vice President Ken Ryan commented: ”We are delighted not only by the reaction to developing more consistency in the application of RRS 42, and the commitment from delegates to educate, but also the level of constructive discussion on the future of the rule, that came out.”
John Doerr, Conference Chairman, went on to say: “This conference has proved to be the first step to a universal understanding and application of a vitally important area of our sport, and will lead to a responsible evolution of RRS 42, based on that understanding.”
A rule 42 seminar was conducted by Armando Goulartt on May the 9th 2003 in Lisbon at the Portuguese Sports Institute.
The seminar has been designed to ensure more consistent judging all over Portugal.
Judges, coaches and Olympic sailors attended the seminar and were educated in a consistent and accurate approach to the policing of rule 42.
Other issues such as jury policies and observers at hearings were addressed to all participants.
