The Rat Monsters were created by the Wizard of Deception out of normal rats to keep the powerless Rangers occupied in the 1700s. The Rats terrorized the citizenry of old Angel Grove until the White Ranger and Green Ranger Clone arrived to stop them. After being thrashed by the two Rangers, the Rat Monsters were turned back into normal rats.
