Environmental Protection Agency Program
ITCC is currently administering
a federal Environmental Protection Agency technical assistance project, targeted for nine Tribes in California
to provide Chemical Emergency Response Plans and preparedness for accidents that involve hazardous material
spills. Included in the project is the formation of a coalition of tribes that can act as an information
network regarding environmental laws, regulations, and resources available and affecting Indian tribes.
Low Income Home Energy AssistanceProgram
The cost of energy has increased, therefore
making it difficult for many people to pay their utility bills. LIHEAP assists eligible families through
payment of their utility bills, such as gas, propane, oil, electricity, and diesel fuel.
Applicants
may also purchase firewood for supplying their heating source. This year ITCC will serve thirty-nine
tribes in California.
Family Violence Prevention Program
This program is a comprehensive,
multidisciplinary approach designed to create a total wrap around service program for Indian families
experiencing violence in their homes and community. This program will provide access to and participation
in prevention, intervention, and services that will decrease violence in their homes.

Rural Domestic Violence and Child Victimization Enforcement
The RDVP currently impacts 18 tribes in 12 Northern and Central rural communities.
The services
that RDVP currently offers includes: Community educational presentations and workshops on domestic violence
and child victimization, youth educational activities and materials on subjects such as domestic violence
and child victimization, technical assistance for development of tribal domestic violence policies and
protocols, and cultural sensitivity sessions for agencies providing victim services to tribal communities.
Child Care Development Services
The objective of this program is to increase
the availability, affordability, and quality of child care services. Child Care Development Services
will accomplish this by providing certificates for child care services for income eligible families with
parents who are working or attending a training or educational program. The intent of this program is
to have the parents choose who will provide child care services for their children. Funding is also
provided to improve early childhood development as well as before and after-school services, innovative
projects like the after school tutorial program, as well as educational and cultural field trips for
the children.
