In September, 2002, the CSU Board of Trustees granted individual campuses the authority to establish their own policies on second-hand smoke. As a result, President Hughes created a committee to recommend a policy to her.

There are three models in which the committee will choose from:
Model A: Maintain current policy - follow State law by limiting smoking to no closer than 5 feet from buildings.
Model B: Adjust current policy - establish designated smoking areas between 20 and 30 feet away from building entrances. Such areas will be marked with smoking urns.
Model C: Create Smoke-Free Campus
