Policy Before Image.

1. Education is no longer a choice for most people. We need teritary education for most professional occupations. By penalising people for going to University we are saying to the, "you need a degree to do what you want but unless you have $40,000 try lining up for Myer." We need and should have the right to education. Education is the beginning and the end of an economy.
