An arrogant televangelist who was sent to Oz for embezzling money from his own congregation, he immediately tried to help Vern Schillinger feel joy in his life. For a while he was successful. He converted Timmy Kirk into a Christian, starting a so-called holy war between him and Father Mukada. They made peace after a while, but Kirk began to beat people who would not follow Cloutier. So Cloutier shunned Kirk, and Kirk (in retaliation) paid the bikers to humiliate him, and they finally sealed him within a wall behind the cafeteria.

2002

When the cafeteria explosion freed him from his "prison", Cloutier was burned on over 90% of his body and returned to the infirmary from the burn unit, and Jazz Hoyt took full responsibility for sealing Coutier in the wall. Hoyt and Kirk, however, ordered Jim Burns to kill Cloutier before he can speak, and Cloutier came to Burns in a vision and suggested he kill Kirk and Hoyt. When Burns attacked them, Hoyt killed Burns and was thrown into the Hole, where Cloutier then came to Hoyt in a vision. He convinced Hoyt to stab Kirk, and then Cloutier mysteriously disappeared... both from Hoyt's mind and the hospital bed.
