A narcotics officer, he was sent to Emerald City to help bring down the drug trade. His initial drug connection was killed in a shooting, so he then came to Simon Adebisi. Adebisi was very skeptical of the unknown "Mobay", and decided to put him through several tests. He was beaten, forced to use heroin (which he quickly developed an addiction for), and finally ordered to kill someone. Conveniently afterward, Detective Bruno Gouergun, a corrupt police officer, arrived in Emerald City as a prisoner. Gouergun recognized Basil and blackmailed him: protect him and he'll keep quiet. When things got out of control, Basil used his cellmate, Augustus Hill, as a ploy to get Gouergun to an elevator shaft, where Basil pushed him to his death. He was allowed into the drug trade, but as the money ran short he asked his lieutenant to bring in another officer for him to sell drugs to. While high on heroin, Basil lost his thick Jamaican accent right in front of Hill. Realizing what he'd done, Basil decided to quit using heroin. But when Adebisi told him that one of the inmates Basil was "selling drugs" to was an undercover cop, he was again ordered to kill. That night, Hill revealed to Basil that he'd pieced together the evidence and discovered that "Mobay" is a cop. Basil beat Hill unconscious, then, realizing what he'd done, he confessed to Gouergun's murder.

2001

Sitting in Unit J, Basil refused to let his wife or son visit him. His only company was Officer Claire Howell (the mean lady in charge of the unit) and [Deputy] Alvin Yood. That is, until former correctional officer Clayton Hughes arrived. Hughes was violent and rude. Basil warned Warden Leo Glynn that Hughes was dangerous, but Glynn didn't listen. Basil finally broke down and got his wife to come visit him. Hughes, a black man, tries to pit Basil against white Yood, but Basil merely called Hughes a "fuckwad". Hughes finally stabbed Basil to death in Unit J.
