You may only make one wish, and you can bring back a group of people who did not die of natural causes. After the wish has been granted, the dragonballs are made into stone and spread out over the world, and are no good for one year.

Here are the rules to get a wish from the namek dragonballs In order for the namekian dragonballs to work, the following rules must be followed. First, all seven namekian dragonballs must be gathered. Then, Porunga must summoned in the namekian language. There are three wishes you can make. They must all be in the namekian language. No wish beyond Porunga's control can be made. After the wishes are made, the dragonballs scatter over the world. The dragonballs are useless if their creator dies.
