contributors probe the ideologies behind a security threat, and shed light on the threats to democracy 
that surveillance poses.

They show that the development of a Canadian security state was no accident. On the contrary, it was a
concerted effort organized at the top level of the federal cabinet,
and among the highest ranking police forces.
Ordinary Canadians were grouped into dozens of political stereotypes
and labelled as security threats. No-one was safe.
