Between 28 March to 07 April 1997, Indian government repatriates 6,703 indigenous refugees to Bangladesh against their will. It may be recalled that Bangladesh government promised to implement 20 Point Rehabilitation Programme for their proper rehablilitation.

Since all these refugees come from Khagrachari and Rangamati districts, the Deputy Commissioners of the 2 districts are fully entrusted with the rehabilitation. To expedite the rehabilitation process, the Bangladesh government have formed a Task Force with Mr. Kalpa Ranjan Chakma as Chairman. However, the Task Force is an advisory body without executive power which is vested in the hands of the Deputy Commissioners and their assistants.
