The meeting was opened at 1:10 by acting chairperson, Tony Mikulcik.

The previous meeting's minutes were read.

The floor was opened to discussion on the PRL general rules.

A motion was made by Travis Deforest to use the money remaining from the Provincial meet, for teardowns, to pay for the meeting expenses. Seconded by Devon Brown. Motion carried.

A motion was made by John Barber to roll over the remaining money, approx. $275, to the next hosting club for teardowns at the Provincial meet. Seconded by Laurie Robbie. Motion carried.

A motion was made by Travis Deforest to eliminate the mandatory teardowns by the PRL at the Provincial meet. Seconded by Devon Brown. Motion carried.

A motion was made by Devon Brown to use the money for trophies for the PRL invitational series. Seconded by John Barber. Motion carried.

A motion was made by Travis Deforest that the order of the hosting clubs may be exchanged if two or more participating clubs wish to trade, as long as it does not effect the hosting position of any clubs that are not participating in the trade. The exchange must be made through, and approved by, the PRL directors. Seconded by Charles Clark. Motion carried.

A motion was made by Devon Brown to use the points system of the host club for the provincial meet. Seconded by Travis Deforest. Motion carried.

A motion was made by Devon Brown to have a maximum of twenty-two cars in the feature race with a minimum sixteen car inversion. Seconded by Laurie Robbie. Motion carried.

A motion was made by Tim Meszaros that each club represented, instead of having to send a minimum of four cars to the provincial meet, must be present at the annual PRL rules meeting, and have a tech official/representative present at the PRL meet in order to keep their position in the hosting order. Seconded by Charles Clark. Motion Carried.

A motion was made by Devon Brown to make the third weekend of September the official date for the PRL annual event. Seconded by Travis Deforest. Motion carried.

A motion was made by Laurie Robbie to adopt the PRL Invitational series to decide the Provincial Champion Driver. Seconded by Rick Markham. Motion carried.

The floor was then opened to discussion on the Hobby Stock rules


A motion was made by Charlie Clark to adopt the Street Stock safety, rollcage and driveshaft hoop rules into the hobby stock class. Seconded by Devon Brown. Motion carried.

A motion was made by Devon Brown to amend all safety rules to state that the shoulder belts must be mounted within four inches of the driver's shoulder height while seated, above or below, preferably above. Seconded by Laurie Robbie. Motion carried.

A motion was made by Tony Mikulcik to separate the Hobby Stock and Thunder Stock Rules, with the Thunder Stock rules to be finalized at a later date. The Thunder stock cars will be a larger class with a proposed minimum wheelbase of one hundred fourteen inches. Seconded by Lance Roste. Motion carried.

Rule c5a was a misprint and will be changed to read anti sway bars can not be adjustable and must be equally spaced side to side.

The floor was then opened to discussion on Street Stock rules


A motion was made by Travis Deforest to disallow four hundred cubic inch Chevrolet blocks and cranks. Seconded by John Barber. Motion carried.

A motion was made by Darryl Potts to allow the same alterations to Ford cars as is allowed to Chrysler in rule 3a. Seconded by John Barber. Motion carried.

A motion was made by John Barber that transmissions have a minimum of one forward and reverse gears. Seconded by Travis Deforest. Motion carried.

A motion was made by Travis Deforest to make fuel cells mandatory. Seconded by Ryan Davis. Motion carried.

Rule 5d will be clarified by adding - example - Ford nine-inch differentials will be allowed in all makes.

Rule 7a will be clarified by stating - Fuel cells must be guarded against rear impact, other than bumper.

The floor was then opened for discussion on the modified rules


A misprint in rule 7 will be corrected to read front driveshaft hoop.

PRL RACE EVENT GENERAL RULES 2002
amended November 4, 2001

All general and safety rules shall be governed by the hosting club.

The points system has been standardized throughout the clubs involved.

It would be up to the host club as to whether or not time trials would be held or whether
names would be drawn out of a hat to determine position.

The minimum number of cars to make a class at a PRL event will be 6.

The number and length of heats and the length of the feature will be determined by the
host club and made known to all drivers before the event begins.

All heats must be lined up inverted.

The feature will be limited to 22 cars maximum, all positions to be inverted; in addition the
6 lowest point cars will be placed at the back of the pack, that is, the highest point car
would be in 16th position. There will be a minimum of 10 cars.

All PRL events will be scheduled two day events. A minimum of one full day of racing (all
heats and the full feature) must be completed for this to be considered an official event.

The host club will be responsible for providing a minimum number of trophies per class, which
include: top point driver, most sportsmanlike driver, 1st, 2nd and 3rd in the feature races.

Each club must be represented by a minimum of 4 cars in total from both classes in order
to host the following year's event.

Each club represented shall provide one person to be part of a technical inspection crew.

There is to be a mandatory tear down of the top 3 cars in each class at the yearly PRL event; 
normal tear down rules and procedures to be in effect. The $600 payable to the top 6 cars
if found legal is to be collected equally from all drivers participating in this meet.

There is to be no claimer rule at this meet for Hobby/Thunder class.

There will be no entry fee, no pay out and no tow money, but there will be a head fee and fee to cover the teardowns, both payable to the host club.

Out of province cars are welcome to attend, but out of province clubs may not host.

The general construction rules agreed on at the yearly PRL meeting shall be followed by
all cars competing at the provincial meet.
