MEH came from the bathroom wall at school. Thus, such, it being written on the wall in an educational institute qualifies it to be a real word.
What does MEH mean?
Well, as with any word in any language, MEH's use depends on its context. Usually, however, it means oh well. So if you're feeling like crap and someone starts bugging you, just say MEH.
When would you use MEH?
Teacher: "Hand-in last night's homework."
Student: "Oops... I didn't do it. Meh."
Parent: "You didn't finish your chores!"
Kid: "Meh."
Brother 1: "Did I say you could borrow that?!"
